Establishes administrative penalties for weight and measures violations ranging from $100-$1,000 for first violations, $100-$2,000 for second violations within 12 months, and $1,000-$3,000 for third violations within 18 months.

Grants the Director authority to assess administrative penalties for violations including use of incorrect weights or measures, selling less than represented quantity, and violations of weight and measures regulations.

Allows persons assessed administrative penalties to request a hearing within 30 days, with the Director conducting the hearing and decisions subject to judicial review.

Requires payment of upheld civil penalties within 30 days, with authority to bring civil action for non-payment and penalty collections transmitted to the state general fund.

Effective date is July 1, 2013.
