Creates a new category of "special general guardian" for minors whose assets do not exceed $250 in cash and $1,000 in personal property, with no real property, and who have a parent unable to take responsibility.

Eliminates the requirement for attorney representation and waives annual and final accounting for special general guardians, unless the ward's assets exceed the specified limits.

Allows chancery courts to close guardianship files if no final accounting is filed by July 1, 2014, or the ward's twenty-second birthday, whichever is later, unless the court determines accounting should be sought on its own motion.

Permits special general guardians to request court direction on property disposition and allows courts to impose accounting duties if deemed in the ward's best interest, with responsibility waived if court approves retention of unauthorized investments.

Changes references to "Department of Public Welfare" to "Department of Human Services" and updates banking regulatory agency names to current titles.
