Establishes the Traffic Safety School Study Committee comprised of 11 members including representatives from the Mississippi Traffic Safety Institute, internet driving schools, justice court judges, municipal court judges, legislators, University of Mississippi Medical Center, Department of Public Safety, and law enforcement associations.

Committee members serve without compensation and are appointed by their respective appointing authorities; six members constitute a quorum for conducting business.

Committee must meet at least quarterly with written notice provided at least 10 days before each meeting; first meeting must be called within 60 days of passage.

Committee shall provide recommendations and advice on feasibility and effectiveness of in-person classroom versus online instruction for traffic violator courses, instructional materials, and other matters to improve traffic safety instruction.

Department of Public Safety shall provide support and recommendations to the committee; committee must deliver a report with legislative recommendations to the Governor and Legislature by December 1, 2013.
