Amends Mississippi Code Section 43-21-261 to allow an adult to obtain a copy of their own youth court delinquency record upon request.

Authorizes disclosure of youth court records to an adult who was formerly the subject of a youth court delinquency proceeding when a judge finds compelling circumstances affecting the person's health, safety, or well-being.

Maintains existing confidentiality protections for youth court records while creating this new exception for adults seeking access to their own records.

Takes effect July 1, 2013.
