Amends Section 17-25-1 of the Mississippi Code to clarify that counties and municipalities may accept credit cards, charge cards, debit cards, and other electronic payments for judgments, fines, costs, and penalties from criminal and traffic offense convictions

Processing fees for electronic payments must be passed on to the user, but counties and municipalities are prohibited from charging any additional amount beyond the actual processing fee

Defines "accounts receivable" to explicitly include judgments, fines, costs, and penalties imposed upon conviction for criminal and traffic offenses

The provision includes a sunset clause, with the section set to repeal on July 1, 2014
