Allows Mississippi Department of Transportation to use design-build contracting (combining design and construction into single contract) as alternative to competitive bidding for specific projects.

Permits design-build contracts for projects estimated at not more than $10 million (limited to 2 projects per fiscal year) and projects exceeding $10 million (limited to 1 project per fiscal year).

Requires commission to establish detailed selection criteria for design-build contractors and maintain evaluation records for minimum of 10 years after project completion.

Mandates commission file report to Legislature comparing design-build method to low-bid contracting method, including management goals, accountability systems, and project outcomes.

Requires State Auditor oversight of design-build contracts with annual reporting to Legislature on compliance violations, with audit costs reimbursed by the Department of Transportation.

Effective date: July 1, 2013.
