Prohibits municipalities with populations over 150,000 (based on 1990 census) from charging water rates greater than rates within the municipality for consumers living outside but within one mile of corporate limits, unless justified as necessary to cover additional service costs.

Requires municipalities seeking higher rates for outside consumers to file a written report with the Public Service Commission and Public Utilities Staff detailing why the higher rate is just, reasonable, and necessary.

Mandates the Public Utilities Staff review the municipality's report and provide a written recommendation within 45 days, with the Public Service Commission making final determination after a public hearing within 30 days.

Caps any approved rate increase at twice the rate charged within municipal corporate limits, regardless of justification provided.

Amends Section 77-3-1 to make municipal water utility extensions subject to Section 21-27-39 rate requirements.
