Increases the payroll cap for rebates from $1,000,000 to $5,000,000 for both resident and non-resident employees under the Mississippi Motion Picture Incentive Act.

Authorizes a 5% rebate on equipment rental or purchase costs for motion picture production when purchased from in-state vendors.

Authorizes an additional 5% rebate on payroll for honorably discharged veterans of the United States Armed Forces.

Increases the total rebate cap per motion picture project from $8,000,000 to $10,000,000.

Removes the July 1, 2014 sunset provision that prohibited the Department of Revenue from approving certain rebates under the incentive act.
