Expands the definition of "motion picture" and "motion picture production company" under the Mississippi Motion Picture Incentive Act to include computer or video games for consoles, personal computers, and handheld devices.

Increases the payroll amount eligible for rebates from $1,000,000 to $5,000,000 for both non-resident and resident employees under the incentive program.

Adds a new 5% rebate for payroll paid to honorably discharged veterans of the United States Armed Forces whose wages are subject to Mississippi Income Tax Withholding.

Increases the maximum total rebates a motion picture production company may receive per project from $8,000,000 to $10,000,000.

Extends the deadline for the Department of Revenue to approve rebate applications from July 1, 2014 to July 1, 2016.
