Sets a $15.00 fee per certificate deposited into a special state fund for program administration; department may require submission of labeling, marketing, and distribution information for verification.

Establishes a special fund in the State Treasury for certificate fees and program expenses, with unexpended funds and interest earnings carried forward rather than reverting to the General Fund.

Department assumes no legal liability by issuing certificates and acts solely to promote Mississippi agricultural product exports.
