Creates Section 29-5-2.2 to authorize the Bureau of Building, Grounds and Real Property Management of the Department of Finance and Administration (DFA) to act as the central leasing agent for all state agencies seeking office space, effective January 1, 2014.

Requires state agencies to obtain DFA approval before entering, renewing, or negotiating leases and prioritizes housing agencies in state-owned buildings when available; if unavailable, requires use of Request for Proposal (RFP) process for private space.

Agencies located in Hinds, Madison, or Rankin Counties must be housed within the Capitol Complex unless relocation would impair public access or increase rental costs; defines Capitol Complex boundaries in Jackson.

Establishes DFA duties to adopt space allocation standards, create standard lease forms with uniform terms, identify cost efficiencies through consolidation, and maintain records of all state agency leases.

Amends 23 existing code sections across multiple state agencies to make their property acquisition and leasing powers consistent with the new centralized leasing authority under Section 29-5-2.2.
