Amends Mississippi Code Section 41-29-142 to include drug or alcohol treatment or rehabilitation facilities as protected locations for drug sale penalty enhancement purposes.

Expands the definition of "facility protected under this section" to include drug or alcohol treatment or rehabilitation facilities alongside existing protected locations such as schools, churches, parks, and youth centers.

Maintains existing penalties: sale of controlled substances within 1,500 feet of a protected facility may result in imprisonment or fine up to twice the amount authorized by Section 41-29-139(b) at court's discretion.

Maintains enhanced penalties for repeat offenders: a second conviction within 1,500 feet of a protected facility carries mandatory imprisonment of 3 years to life, or up to three times the authorized fine.

Becomes effective July 1, 2013.
