Revises energy efficiency standards for commercial buildings to comply with Standard 90.1-2007 of the American Society of Heating, Refrigeration and Air-Conditioning Engineers, effective July 1, 2013.

Removes enforcement authority from the Mississippi Development Authority and assigns local governing authorities responsibility for adopting rules, regulations, and penalties for compliance with energy standards.

Designates the Bureau of Building, Grounds and Real Property Management, Department of Finance and Administration to ensure compliance for state-owned buildings.

Increases the maximum inspection fee that local governing authorities may charge for thermal and lighting standards inspections from $50.00 to $150.00.
