Extends the repeal date of Mississippi Code Sections 19-5-353 and 19-5-357 from July 1, 2013 to July 1, 2017, maintaining certification requirements for emergency 911 telecommunicators.

Preserves the Board of Emergency Telecommunications Standards and Training's authority to set minimum training standards for public safety and 911 telecommunicators, with changes allowed upon request from qualified organizations.

Continues the Five Cents (5¢) monthly service charge on all subscriber service lines in Mississippi to fund the minimum standards training program, administered by the Department of Revenue.

Maintains eligibility for training funds for public safety telecommunicators employed by city, county, and state agencies, as well as part-time personnel and qualified private sector ambulance services.

Takes effect July 1, 2013.
