Authorizes the Secretary of State to exercise emergency powers concerning absentee voting and voter registration during armed conflicts, military contingencies involving U.S. Armed Forces, or state national guard/reserve mobilization.

Expands emergency powers to apply during any state of emergency declared by the President of the United States or the Governor of any state.

Defines "first responders" to include trained or certified individuals in law enforcement, fire departments, school safety, public works, public health, emergency medical services, child protective services, and hazardous materials response.

Requires the Secretary of State to adopt rules describing the emergency powers and the situations in which they will be exercised.

Requires the Mississippi Attorney General to submit the act to the U.S. Attorney General or U.S. District Court for the District of Columbia for compliance review under the Voting Rights Act of 1965.
