Revises syrup labeling requirements to mandate that non-pure syrups list all ingredients in descending order of predominance by weight.

Makes it unlawful to label any product as "pure syrup" that does not meet minimum requirements established by the Mississippi Department of Agriculture and Commerce.

Establishes administrative penalties ranging from $100-$1,000 for first violations, $100-$2,000 for second violations within 12 months, and $1,000-$3,000 for third violations within 18 months.

Allows appeal of stop-sale orders to Chancery Court within 30 days and provides administrative hearing rights for those assessed penalties.

Requires syrup distributors to maintain records of manufacturers' names and addresses for 3 years and provide information to the commissioner upon request.
