Prohibits contractors and subcontractors from hiring personnel for vacant positions between contract award notification and ten business days after employment plan receipt, except for Mississippi residents verified by the Department of Employment Security or qualified individuals submitted by that department.

Allows contractors to immediately employ Mississippi residents subject to post-employment verification by the Department of Employment Security.

Voids the contract award if the contractor fails to comply with the hiring restrictions and employment plan requirements.
