Revises the definition of "certified purchasing office" to require 100% of purchasing officials at state agency offices to hold certification from Mississippi's Basic or Advanced Purchasing Certification Program, in addition to national certification.

Establishes two new certification titles: "Certified Mississippi Purchasing Agent" for officials completing the Basic Purchasing Certification Program and "Certified Mississippi Procurement Manager" for officials completing the Advanced Purchasing Certification Program.

Directs the Office of Purchasing, Travel and Fleet Management to adopt regulations governing the Mississippi Purchasing Certification Program and requires all purchasing officials at state agencies to complete the program as a condition of certification.

Requires state agency purchasing offices seeking certified status to achieve 100% participation and completion in the Mississippi Purchasing Certification Program by their purchasing officials.

Authorizes the Office of Purchasing, Travel and Fleet Management to set fees that recover administrative costs for the certification program, assessed to participating state agencies.

Takes effect July 1, 2013.
