Authorizes a private correctional facility in Leflore County to house federal inmates under contract with the federal government, the State of Mississippi, or Leflore County.

Permits property agreements (leases, subleases, ground leases) between private entities and the state or county for up to 40 years, with the Department of Corrections authorized to enter such agreements on behalf of the state.

Establishes that simple assault on a private correctional facility employee carries a fine up to $1,000 or up to 5 years imprisonment; aggravated assault carries a fine up to $5,000 or up to 30 years imprisonment.

Allows counties to contract with private entities to house federal inmates, with the private entity assuming full responsibility and liability for inmate actions.

Prohibits private entities housing state inmates from displacing state inmate beds with federal inmate beds without prior written approval from the Commissioner of Corrections.
