Exempts cottage food operations from permitting requirements if annual gross sales of cottage food products do not exceed $20,000.00.

Restricts cottage food operations from selling products over the Internet, by mail order, or at wholesale to retail establishments.

Requires all cottage food products to be prepackaged with labels containing the operation's name and address, product name, ingredients, net weight/volume, allergen information, and a disclaimer stating "Made in a cottage food operation that is not subject to Mississippi's food safety regulations."

Allows the department to investigate complaints and inspect cottage food operation premises only upon receipt of a complaint, with refusal to permit inspection subject to disciplinary action.

Renames the Mississippi Small Farm Development Center at Alcorn State University to the Mississippi Small Farm and Agribusiness Center.
