Applies hiring requirements to public works projects funded by disaster relief or settlement funds, including those from the R.E.S.T.O.R.E. Act, Oil Pollution Act, or Federal Water Pollution Control Act.

Contractors bidding on these projects must submit an employment plan including job types, skill levels, wages, number of positions, recruitment strategies, and proof of registration with the Mississippi Department of Employment Security.

Contractors must wait 10 days after contract acceptance before hiring, during which the Mississippi Department of Employment Security submits qualified candidates for the contractor to consider.

Requires that 20% of qualified individuals submitted by the Department of Employment Security be qualified minority individuals, defined as Asian, Black, Hispanic, or Native American U.S. citizens or permanent resident aliens.

Effective July 1, 2013.
