Reenacts sections 77-1-1 through 77-1-49 of Mississippi Code creating the Public Service Commission with three members elected from Supreme Court districts, establishing the commission's structure, powers, duties, and employee provisions.

Extends the repeal date of the Public Service Commission creation sections from July 1, 2013, to July 1, 2016, allowing the commission to continue operating beyond its previously scheduled sunset date.

Extends the repeal date of Section 77-1-55 from July 1, 2013, to July 1, 2016, which authorizes the Public Service Commission and Public Utilities Staff to hire attorneys and consultants for monitoring and investigating interstate utility rates, with costs capped at $1.5 million per agency per utility in any twelve-month period.

Allows utilities to recover both the total costs incurred for consultant and attorney services and carrying charges through a rate rider with a true-up provision to ensure actual cost recovery.

Effective date of July 1, 2013.
