Amends Section 65-7-1 of the Mississippi Code to clarify that county boards of supervisors have jurisdiction over roads regardless of whether they were originally constructed as state highways.

Requires roads to be formally established or accepted by the board of supervisors through official action recorded in meeting minutes before inclusion in the county road system.

Roads must be recorded in the official county road system registry as provided in Section 65-7-4 to be recognized as part of the county system.

Takes effect July 1, 2013.
