Amends Section 49-15-39 of the Mississippi Code to revise methods for marking tonging reef boundaries by the Commission on Marine Resources.

Allows the commission to mark tonging reef boundaries using poles, stakes, buoys, or U.S. Coast Guard approved markers (previously limited to poles, stakes, or buoys of non-injurious material).

Maintains existing prohibitions on dredging for oysters in designated tonging reef areas except when the commission authorizes dredging for proper resource management for specified time periods.

Preserves penalties for violations including fines of $500 for first offense, $1,000 for second offense within three years, and $2,000 for third or subsequent offenses within three years.

Authorizes license revocation for the convicted person and vessel for one year following a third or subsequent conviction within three years.
