Prohibits sellers from imposing surcharges on buyers who use state-issued credit cards, procurement cards, travel cards, or fuel cards in sales of goods or services.

Grants the Department of Finance and Administration exclusive jurisdiction to enforce the surcharge prohibition and adopt related rules consistent with federal credit card transaction laws.

Clarifies that the prohibition does not create a private cause of action against individuals for violations.

Effective July 1, 2013.
