Establishes a 26-member Domestic Violence Task Force with members appointed by the Governor, including domestic violence shelter directors, batterer intervention program managers, judges, law enforcement representatives, medical professionals, social workers, victims, and faith-based community members

Task force members serve without compensation and must meet at least quarterly, with the first meeting called by the Governor within 60 days of passage; ten members constitute a quorum

Requires the task force to provide recommendations on streamlining shelter funding, disbursement of the Victims of Domestic Violence Fund, batterer intervention program certification, client record confidentiality, and training for law enforcement and court personnel

Mandates submission of a report with legislative recommendations to the Governor and the 2014 Regular Session by October 1, 2013

Joint Legislative Committee on Performance Evaluation and Expenditure Review (PEER) will provide support to the task force
