Consolidates the two school districts in Clay County (Clay County School District and West Point School District) into a single West Point Consolidated School District with central administrative office in West Point, effective by July 1, 2015.

Creates a new five-member board of trustees: three members appointed by the West Point Mayor and Board of Aldermen, and two members elected by residents outside West Point corporate limits in a November 2014 special election.

Transfers all real and personal property from former school districts to the new consolidated district and authorizes the State Board of Education to administratively consolidate any district refusing to voluntarily comply with the consolidation order.

Allows the State Department of Education to grant a two-year waiver from accountability and state assessment requirements for the student population from the former Clay County School District in the new consolidated district.

Amends Section 37-7-103 to clarify that school board consent is not required for administrative consolidation ordered by the State Board of Education; requires submission of the act to federal authorities under the Voting Rights Act of 1965.
