High schools with graduation rates below 80% must submit restructuring plans to the Mississippi Department of Education to improve graduation rates

Creates the Teacher Education Scholars Program providing scholarships up to $15,000 annually for students with a minimum 28 ACT score and 3.5 GPA who enroll in teacher education programs at Mississippi public or private universities

Teacher Education Scholars who teach in Mississippi public schools rated "D" or "F" receive a $6,000 annual salary supplement for up to 5 years and are exempt from scholarship repayment; those who leave teaching must repay the scholarship with interest

Establishes a Pilot Performance-Based Compensation System for 2013-2015 in Lamar County, Clarksdale, Gulfport, and Rankin County school districts to evaluate teachers and administrators using qualitative and quantitative measures of effectiveness and student learning growth

Increases the cap on licensed school nurses eligible for National Board certification salary supplements from 30 to 35, and adds certified academic language therapists (up to 20) to the list of professionals eligible for the $6,000 annual salary supplement
