Extends the repeal date of Section 41-4-7(c) and (f) from July 1, 2013 to July 1, 2017, maintaining the State Board of Mental Health's authority to supervise, coordinate and establish standards for all mental health operations and services.

Codifies a new Section 41-4-10 establishing an 11-member Strategic Planning and Best Practices Committee appointed by the Governor, consisting of board members, university and Medicaid representatives, community mental health center directors, advocacy groups, consumers, and business experts.

Requires the Strategic Planning and Best Practices Committee to work with the Department of Mental Health to develop the state strategic plan and perform functions including establishing service efficiency measures, evaluating existing services, and recommending legislative changes by January 1, 2014.

Authorizes the Department of Mental Health to provide professional and technical support to the committee and permits the committee to seek grants and assistance from state institutions, agencies, and other entities to conduct studies supporting its responsibilities.

Takes effect July 1, 2013 and repeals the Strategic Planning and Best Practices Committee provisions on July 1, 2017.
