Modifies the Urban Flood Control Law governing the Rankin-Hinds Pearl River Flood and Drainage Control District to make the district subject to state purchasing and bid laws for all equipment, supplies, and construction contracts.

Removes the requirement that district directors must reside in or own property in the district, while clarifying the district's status as a political subdivision.

Deletes sand and gravel from the definition of minerals that the district cannot acquire, allowing the district to regulate but not prevent mineral extraction activities.

Changes bond issuance procedures to revenue bonds with a referendum requirement only if 20% of qualified electors (or 1,500, whichever is less) file a written protest within the publication period.

Effective date: July 1, 2013.
