Amends Section 19-3-71 of the Mississippi Code to revise qualifications for county fire services coordinators appointed by boards of supervisors.

Removes requirement that coordinators be firefighters who are members of volunteer or municipal fire department crews.

Replaces specific firefighter requirement with broader standard that coordinators must demonstrate fire-related knowledge and experience and meet guidelines established by the Commissioner of Insurance.

Allows county emergency management directors to serve as coordinators if they meet the fire-related knowledge and experience criteria.

Prohibits use of insurance rebate monies from the County Volunteer Fire Department Fund to compensate coordinators, effective July 1, 2013.
