Creates comprehensive Mississippi Human Trafficking Act (§97-3-54 through §97-3-54.9) establishing penalties of 2-20 years imprisonment and fines of $10,000-$100,000 for human trafficking of adults; 5-30 years and $50,000-$500,000 for trafficking minors.

Establishes statewide human trafficking coordinator position within Attorney General's office to implement the act, evaluate state efforts, collect data on trafficking activity, and submit annual reports to Legislature.

Creates "Relief for Victims of Human Trafficking Fund" in State Treasury funded by forfeited assets from trafficking cases (50% of proceeds), legislative appropriations, donations, and interest to support victim assistance programs and law enforcement training.

Authorizes civil remedies including injunctive relief, mandatory restitution for pecuniary damages, and treble damages awards; allows conviction vacatur if defendant's participation resulted from being a victim; protects victim confidentiality.

Amends prostitution laws (§97-29-49, §97-29-51) to provide immunity for trafficking victims and minors; expands statute of limitations for human trafficking prosecution to no time limit; adds trafficking offenses to racketeering act definition.
