Amends Section 43-1-3 of the Mississippi Code to allow the Department of Human Services to contract with vendors to improve performance, reduce costs, and increase efficiency in the child support program.

Contracts with vendors must remain under the supervision and control of a department office, bureau, or division and cannot constitute a full privatization or delegation of departmental operations.

Preserves existing contractual arrangements that were in place before January 1, 1994, and allows renewal of those contracts or replacement with substantially similar contracts.

Sunsets on July 1, 2015, unless extended by the Legislature.

Effective July 1, 2013.
