Amends Mississippi Code Section 93-11-65 to clarify that overdue child support remains payable to the custodial parent after a child's emancipation unless the court determines otherwise.

Adds new subsection (d) to specify that courts must affirmatively determine that overdue support is not owed before it can be terminated upon emancipation.

Maintains existing law that child support obligations terminate when a child reaches age 21, marries, joins the military full-time, or is convicted of a felony with 2+ years incarceration.

Preserves the requirement that noncustodial parents continue to pay any arrearage (past-due support) that accumulated before emancipation until fully satisfied.

Takes effect July 1, 2013.
