Department of Environmental Quality shall develop a program to encourage electronic recyclers to become certified by independent third-party auditors meeting specific safety and recycling standards.

Department shall maintain a directory of recyclers certified to Responsible Recycling Practices (R2) and e-Stewards Standards, or certified by auditors listed by the ANSI-ASQ National Accreditation Board (ANAB).

State agencies must use certified recyclers from the directory for disposal of all agency electronics, effective no later than July 1, 2014.

Donation of electronics to public schools, state agencies, local governments, or nonprofit organizations are exempt from these requirements.

Act takes effect July 1, 2013.
