Reconstitutes the State Port Authority board effective July 1, 2013, from five members to nine members consisting of five appointed by the Governor, one by the municipality where the port is located, one by the county board of supervisors, the Lieutenant Governor (ex officio, non-voting), and the Executive Director of the Mississippi Department of Transportation (ex officio, non-voting)

Requires all appointed board members to hold a four-year baccalaureate degree or higher and have at least five years of experience in maritime shipping, maritime labor, overland shipping, international commerce, accounting, engineering, or law

Establishes staggered initial terms for the Governor's appointees (one through five years) with all subsequent appointments serving five-year terms, and requires Senate advice and consent for all appointed members

Transfers duties from the Mississippi Development Authority to the State Port Authority board and clarifies the board's authority over port operations and facilities

Increases the number of commissioners appointed to a county port and harbor commission from two to three members appointed by the Governor
