Allows the Governor to call a special election to fill school board vacancies when a school district is under conservatorship and no board members remain in office, with elections conducted by the county election commission.

Amends Section 37-17-13 to establish that when a conservatorship district is reconstituted and all school board seats are vacant, the Governor sets the election date rather than relying on appointment by remaining members.

Amends Section 37-5-19 to require a special election for county board of education vacancies when the district is under conservatorship and no board members remain in office.

Amends Section 37-7-207 to apply the special election requirement to consolidated school districts (both single-county and multi-county) under conservatorship with no remaining trustees.

Requires the Mississippi Attorney General to submit the act to the U.S. Attorney General or U.S. District Court for the District of Columbia for approval under the Voting Rights Act of 1965, with the act taking effect upon such approval.
