Expands definition of "agent" to include any employee of a licensed institution who directly or indirectly influences prospective student enrollment decisions, regardless of job title or employment status, requiring all such agents to register with the Commission on Proprietary School and College Registration.

Adds schools or courses under the State Board of Nursing to the exemptions from registration requirements under the proprietary school law.

Removes provisions allowing nationally accredited schools to follow federal accreditation standards in lieu of state standards for hiring and training faculty and eliminates the expedited approval process for nationally accredited schools.

Requires schools to disclose in writing to all prospective and current students their right to file complaints with the Commission and specifies that arbitration clauses do not negate this right.

Establishes minimum qualification standards for classroom instructors, including requirements for academic courses (bachelor's degree plus additional coursework or teacher training) and technical courses (high school diploma plus relevant degree, coursework, or work experience).
