Reenacts sections 77-3-701 through 77-3-735 of the Mississippi Telephone Solicitation Act, which regulates telemarketing calls to residential consumers in Mississippi.

Requires telephone solicitors to purchase access to a "no-calls" database maintained by the Public Service Commission before making solicitations to consumers who have registered their objection.

Establishes exemptions for certain entities including real estate agents, motor vehicle dealers, insurance agents, charitable organizations, financial institutions, and those with established business relationships with consumers.

Prohibits telephone solicitations outside 8:00 a.m. to 8:00 p.m. Central Standard Time, bans Sunday calls, and restricts use of automated dialing systems and caller ID blocking technology.

Extends the repealer date of the act from July 1, 2013 to July 1, 2017 and authorizes civil penalties up to $5,000 per violation for non-compliance.
