Requires that only licensed physicians (M.D. or D.O.) may provide or prescribe abortion-inducing drugs, and only when meeting the standard of care.

Mandates physicians physically examine the woman and document gestational age and intrauterine location of pregnancy before providing the drug, and administer the drug in the physician's physical presence.

Requires physicians to schedule a follow-up visit approximately 14 days after administration of the abortion-inducing drug and provide medical treatment meeting the standard of care.

Requires physicians to report to the State Department of Health when providing abortion-inducing drugs and to report any adverse events to the FDA via the Medwatch Reporting System.

Makes violations a misdemeanor offense, but exempts the pregnant woman from criminal and civil penalties; allows civil remedies for non-compliance and protects patient privacy in legal proceedings.
