Authorizes the Mississippi Fair Commission to hire and contract with certified law enforcement officers to provide security and enforce all state laws on the Mississippi State Fairgrounds Complex and its buildings and property.

Requires all hired officers to have completed training at the Law Enforcement Officer's Training Academy or equivalent facility and maintain current certification, with training records maintained in employment files.

Designates contracted officers as sworn law enforcement with authority to carry weapons, make arrests, and enforce state laws and Fair Commission ordinances and policies.

Amends Mississippi Code sections 29-5-2, 29-5-77, and 29-5-81 to include the Mississippi State Fairgrounds Complex under the jurisdiction and supervision of the Department of Finance and Administration.

Permits the Department of Finance and Administration and Mississippi Fair Commission to contract for security personnel with jurisdiction to enforce all state laws on the fairgrounds property and its buildings.
