Amends Mississippi Code Section 31-11-35 to require major state-funded building projects to meet or exceed ASHRAE 90.1-2010 energy standards or any more stringent code adopted by the Bureau of Building, Grounds and Real Property Management.

Establishes requirements for state buildings to optimize energy performance, increase use of Mississippi-made materials, improve environmental quality, conserve water, and pursue ENERGY STAR designation.

Defines "major facility project" as new construction buildings larger than 5,000 gross square feet (as of January 1, 2012) or renovations involving more than 50% of replacement value, excluding buildings without conditioned space.

Requires a nationally certified commissioning authority professional to verify that heating, ventilation, air conditioning, energy conservation, and water conservation systems are properly installed and functioning.

Permits use of nationally recognized high-performance environmental building rating systems provided they do not disadvantage Mississippi-manufactured materials or products.
