Authorizes issuance of $3,990,000 in state general obligation bonds to provide matching funds for federal funds in the Water Pollution Control Revolving Fund.

Bonds shall bear interest at rates not exceeding limits in Section 75-17-101, mature within 25 years, and be sold through public bid or negotiated sale by the State Bond Commission.

Pledges full faith and credit of the State of Mississippi for bond repayment, with principal and interest to be paid from interest and investment earnings of the Water Pollution Control Revolving Fund.

Amends Section 49-17-85 to authorize interest and investment earnings on the Water Pollution Control Revolving Fund to be used to pay debt service on bonds authorized by this act.

Effective July 1, 2013.
