Increases from 50% to 100% the amount of interest earned on Coahoma County's special fund (created from lease proceeds of Northwest Mississippi Regional Medical Center) that the Board of Supervisors may spend annually

Expands authorized uses of the interest to include current county expenses that would otherwise be paid from general funds, in addition to existing permitted uses (health services, emergency needs, capital expenditures)

Maintains existing requirements for expenditures: majority board approval, public notice publication for 3 consecutive weeks, and potential voter protest process requiring 20% or 1,500 electors to trigger an election

Preserves the county's ability to make interfund loans from the special fund for authorized projects (up to $5 million per project, 75% of principal maximum aggregate)

Retains provisions allowing emergency health care expenditures from principal or interest with unanimous board approval in cases of bona fide health emergencies
