Authorizes the Coahoma County Board of Supervisors to establish the Coahoma County Reserve and Trust Fund and deposit all or part of lease proceeds from the Northwest Mississippi Regional Medical Center into the fund.

Establishes a Board of Trustees (consisting of the Board of Supervisors) to manage and invest the fund according to authorized investment options under the Mississippi Prepaid Affordable College Tuition Program, excluding covered call-and put-options and certain real estate investments.

Divides the fund into two components: a corpus component that remains inviolate and generates investment income, and an earnings component that is transferred annually to the county's general fund for appropriation and spending.

Allows the Board of Supervisors to withdraw up to 5% of the corpus annually, or any amount during declared state or local emergencies; earnings disbursements cease until the corpus is fully replenished following any withdrawal.

Requires annual financial reports to the Board of Supervisors by July 1 each year and dissolves the trust if the account balance reaches zero.
