Appropriates $174,850,152.00 from the State General Fund for the University of Mississippi Medical Center for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Authorizes expenditure of $1,395,702,499.00 from patient fees, student fees, and other special source funds for the Medical Center's support and maintenance.

Requires the Medical Center to maintain the School of Medicine, School of Dentistry, School of Nursing, School of Health Related Professions, Teaching Hospital, and Medical Center Service Area, with expenditure accounting provided to the Legislature.

Allocates specific funds for programs including $6,888,029.00 from the Education Enhancement Fund, $3,780,431.00 from the Health Care Expendable Fund, $5,000,000.00 for the Cancer Institute, and $700,000.00 for a Comprehensive Tobacco Center.

Prohibits use of appropriated funds for medical services to state agencies or political subdivisions unless they reimburse the hospital within 90 days, and bars use of funds for research that destroys human embryos.
