Appropriates $5,799,788.00 from the State General Fund for Alcorn State University Agricultural Programs for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Authorizes $19,322.00 in special source funds for the same programs, with the funds derived from the Education Enhancement Fund.

Prohibits use of appropriated general funds to replace withdrawn federal funds or other special funds previously used for salaries.

Directs the agency to submit its Fiscal Year 2015 budget request in a format and detail level comparable to the Fiscal Year 2014 request process.

Establishes preference for Mississippi Industries for the Blind when multiple bids are equal in price, quality, and service, or when purchases are made without competitive bidding.
