Appropriates $21,484,777.00 from the State General Fund for the Mississippi Agricultural and Forestry Experiment Station for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Authorizes $8,199,858.00 in expenditures from special source funds collected for the Experiment Station, with $1,165,578.00 derived from the Education Enhancement Fund.

Prohibits use of general funds to replace withdrawn federal grants, research grants, or other special source funds previously used for authorized salaries.

Establishes performance targets for the agency across six focus areas including globally competitive agricultural systems, food and fiber safety, natural resource protection, and economic development, requiring 47.90 scientist FTE and 389.10 research publications in the primary mission area.

Requires the agency to submit its fiscal year 2015 budget request in comparable format and detail to the fiscal year 2014 process, and directs reporting on achievement of performance targets to the Joint Legislative Budget Committee.
