Appropriates $28,164,145.00 from the State General Fund for the Mississippi Cooperative Extension Service for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Authorizes an additional $14,377,919.00 in special source funds for the same fiscal year, with $975,245.00 specifically derived from the Education Enhancement Fund.

Requires the Extension Service to provide programs in Agriculture, Home Economics, 4-H, and Community Resource Development in each county.

Establishes performance targets for fiscal year 2014 including 930,000 agricultural educational contacts, 767,500 family and consumer education contacts, 140,000 enterprise/community development contacts, and 620,000 youth development contacts.

Prohibits use of appropriated funds to replace withdrawn federal or special funds for salaries, and restricts attorney fees to those employed by the Extension Service with prior authorization from the Board of Trustees.
