Appropriates $5,469,865.00 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for operation and maintenance of the Forest and Wildlife Research Center for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Authorizes $1,414,183.00 in special source funds for the Forest and Wildlife Research Center expenses, with $253,005.00 derived from the Education Enhancement Fund and $250,000.00 from the Budget Contingency Fund for the Tupelo Furniture Market.

Prohibits general funds from replacing withdrawn federal funds or other special funds used for authorized salaries.

Directs the agency to submit its fiscal year 2015 budget request in a format comparable to the fiscal year 2014 budget request process.

Establishes that Mississippi Industries for the Blind shall receive preference in competitive bids when prices, quality, and service are equal, and similar preference when purchases are made without competitive bidding.
